| Several days ago, Department of Housing and Urban Rural Development of Ningxia Province Gov. carried out an inspection of heat metering and billing implemented in 19 cities and counties for the first time. The inspection involves status of heating companies, floor area statistics of heat metering and billing, rules and policies, energy-saving effects, etc.
According to the inspection, the heating area in Ningxia province is steadily increasing. Only five cities – Yinchuan, Wuzhong, Shizuishan, Guyuan, Zhongwei, and one counties - Longde installed heat meters in more than 80％ new buildings and retrofitted existing buildings. But there are many examples in which heat meters have been installed but not read and used for billing. Yinchuan, Wuzhong, Guyuan and Zhongwei also built remote heat metering and information platform.
Some government and administrative departments paid insufficient attention to heat metering reform. There are ten cities and counties have not yet developed heat metering price. 80％ of the residents do not understand heat metering and billing at all.
